Head bolt

My 1996 9000CS is weeping at the #10 head bolt (the one right beneath the old distributor hole). Having read about the weaker head bolts specified by GM, I decided to give these bolts a re-tightening, without loosening them first. The tightening followed the counterclockwise, spiral pattern specified by Saab starting from #1, the upper bolt in the middle of the head.
I did it in several steps as a way to find out if any of them are loose and how loose.
1. To 44 ft-lbs, this is Saab's initial tightening torque. All tight.
2. To 50, all tight
3. To 55, all tight
4. To 59, this is Saab's end torque before the final 90 degrees, all tight
5. To 64, a made-up number, 5 beyond the last torque, all tight.
6. To 67, #1 and #10 bolts were loose. I chickened out before the "click". They are somewhere between 64 and 67.
Out of curiosity, I tried 68 on all other bolts, all clicked at 68.
Should I push #1 and #10 to 67? to 68? Am I temper with fate? Would the bolts snap?
The valve cover is still off, easy to push further.
