Cutting the orange wire has no effect on the cruise control. Not on a '96 model anyway with the cut made about 8" away from the ECU. I've read that disconnecting it at the gear selector will disable cruise control.
To find the orange wire remove the cover over the aquarium to get to the ECU. The orange wire is part of the wire bundle that connects to the ECU. The harness is numbered so you can see which orange wire is the orange wire that terminates at pin 14. No more mystery. The wire begins at the gear shift lever, but don't cut or disconnect it at that location.
It's a good idea to disconnect the battery before tampering with the ECU and its wire bundle. The ECU will have to re-adapt. Smooth sailing after that.
I snipped the wire about 5 years ago. The increase in power is permanent. It still idles well. Now at 225,000 on the original autobox. I use mobil 1 synthetic ATF and take it easy in 1st and 2nd gears.
