I guess it's possible it's not even a turbocharged engine. That would certainly explain the lack of power. There are a whole lot of variables here though since we don't know exactly what was done or what parts were used in the 4-cylinder conversion.
The saab9000.com web site has the procedure for cleaning the AIC valve, complete with photos. (It's not as easily accessible as on the C900 but is doable.) While in there you'd want to check the air and electrical connections.
