My 92T exhibited the same symptoms as yours last yr; I couldn't fill it w/more than 14 gal. As it turned out it had developed a 2" hairline crack in the top aft area where it couldn't be seen unless you dropped it. I considered patching it with some sort of aerospace quality "goop" but opted to replace the tank. Saab wanted $700 USD for a new one. I found a used one for $350. I suspect that a batch of poor quality tanks had been produced. It was really weird how the tank would just crack in an area where there was no stress or chaffing. It's a fairly easy job to remove and replace. The hardest part is taking care not damage the delicate quantity sending unit. Let us know what the outcome is.
