In truth, it's hard to tell exactly by just pressing the pedal, you have to do some checks first.
If it's the slave cylinder, you will usually notice leaking of the clutch fluid (low level in the brake fluid reservoir). I would first check the level--if it's low, refill it and check for leaks.
If it is not low and you see no leaks, check the operation of the slave cylinder. Have someone press the pedal and watch to see if the slave cylinder moves the correct distance. If it does, then you have a clutch problem.
If you have no leaks and no slave cylinder movement, it is probably your master cylinder (internal piston seal or spring failure). It is also much cheaper to replace the master cylinder--you don't have to remove the tranny since it is located in the driver's side floorboard.
