The same wire came off on my '87 9kT, also with no adverse effects. I have temporarily soldered it back in place, but will get a new wire next time I order some parts (assuming it's not rediculously over priced).
Most of the time when there is a capacitor in the ignition system it is for radio interference, so that makes sense. I believe Aero Guy stated that it might also be to suppress spikes to the ignition amplifier, but I don't believe he was certain on that one. Anyway, I don't think it will hurt anything, but it probably wouldn't hurt to replace it since it is very easy to do and probably only costs a few dollars.
