This should work, and I'd be surprised if they changed it for '96, as it worked/works on my '91 and '95's the same. The LED should dim and then brighten, though, as I don't recall them flashing repeatedly, as implied in the manual. If it doesn't dim in this manner, try again, as you must hit both buttons simultaneously and sometimes it senses otherwise.
One important caviat: My '95's system (not the '91), has TWO defaults. When ignition is switched off and then on again within about five or ten minutes, it defaults to the setting it held when switched off, not where set in the programming procedure. This is a good feature because it assumes that if you go into the post office, or wherever, for a short time you will likely want it where it was a few minutes ago. After that period, it defaults to the programmed values. This is probably where you're having your trouble. For example, if it was set to AUTO, then you hit ECON and program it, when you crank immediately thereafter it will probably go to AUTO for this reason. This could make you think it isn't working. Program it, then try again in 15 or 20 minutes.

Aeroguy is right about running the compressor periodically, even during the winter. I use "econ" during the winter most of the time, but try to run the compressor once per week or so to keep things from hibernating.
I usually hit "off" in summer and use that as my default, but use "econ" with some minor changes in winter. For example, I don't let it default to deice mode (top button on right side) since it isn't a problem here, but use "V" (floor) as default.
