Sounds like you've made one or two (or a dozen) mods to the engine. This will make it pretty hard to diagnose. But I've never been accused of not having an opinion....
As others have mentioned, high exhaust gas temperatures imply lean running. So lets assume a scenario-
Your turbo is pushing a lot of air, and the faster you go, the more air is pumped through the engine. Now, assume you aren't proving more (or enough) fuel - temperatures will rise and power will go down.
Now, you say the system is running rich, which I assume you know by monitoring the O2 sensor. You must have made some modifications to the ECU, but when it sees a rich mixture from the O2 sensor, it will cut fuel flow back. So what if your O2 sensor is lying? If it's providing a rich signal even if the system is running lean, then (1) the ECU will continue to cut back fuel, making it even leaner and hotter, and (2) you'll think you have a rich mixture.
Now, I'm not sure what would cause your O2 sensor to read rich, but if you've been running at high temperatures, and rich mixtures (due to your modifications), perhaps the O2 sensor has developed deposits that will interfere with its operation. It's also possible that in addition to a flaky O2 sensor, your fuel pressure regulator isn't keeping up with the extra requirements, and you're fuel starving the engine. Boost doesn't make power; it's air and fuel in exactly the right mixture.
Where are you measuring exhaust temperature, and with what? What other modifications have you made to the car?
