The speedo in an '86 is cable-powered - they switched to electric/wire in mid 1987. You can either replace the cable entirely (which isn't *that* bad), or live with it. If you're into long-shots, you can pick up some speedometer cable lubricant at most auto parts stores - you must pull the dash top off, unplug the speed wire, and drip the lube down the cable. I usually use excess quantities of the lube, and let it sit as close to vertical as possible overnight to let it drip. This fix usually helps a little, and lasts several months to a year... It isn't permanent.
That all said, given how severe the bounce is, you may either notice a dramatic improvement or none at all. It may just be really dry in the cable, or it may be damaged beyond repair. Usually you'll see wavering of a few (5-10) mph - the kind of bouncing you have is crazy, and you may just wish to get a new cable. It could also be the speedometer itself - it's a little generator in there, with the speedo cable providing power to a coil, and the coil may be damaged or near-dead. If that's the case, it's either swapping speedos or sending yours out for repair.
