My 92 9000T 2.3 w/TCS, ETC, hits around 16 PSI. (this is on a VDO calibrated gauge that only goes to 15 PSI) Basically the car stays pegged at 15 until 4100 RPM. That means that it will spike well into the red, and after 4100 RPM start to back off down to 12-13 PSI which is the middle of the yellow/red zone.
On the 91's you can reset the max boost by jumpering some pins. I will try to find the info on it, but it should be on Tom Townsends site, http://www.townsendimports.com
In order to get full boost you need to always run good gas, and keep the car in a decent state of tune. I sounds like you are getting close to what you should be getting.
You don't need to run lots of hose to get a boost gauge into the cabin. If you pop out the ACC computer you can feel the back of the instrument cluster. Just behind the Turbo gauge is a nipple with a hose going to it. If you pop in a y fitting you can run a boost gauge from that with no problems.
