The spark plugs live in the engine, and know all about the fuel/air mixture. Black plugs imply a rich mixture. If the plugs are white, especially if they have white lumpy deposits, imply lean running. The plugs should be a nice light grey.
A rich engine will show higher levels of hydrocarbons in the exhaust, a lean engine will show higher levels of NOx. This assumes you've gone through an emissions test.
