Tech 2 is a diagnostic computer that reads fault and status codes generated by the various control modules in your car. The ISAT does the same thing but was replaced by the Tech 2 when GM bought SAAB. I think that OBD-II compliance had a lot to do with the switch also. Interestingly, for the $3500 that they sell for, you get a handheld PC with the processing and memory of a Palm Pilot. Granted, they are programmed to talk with automotive ECU's.
