The ISAT/Tech2 tool does a lot more. The OBD-II specification requires the ability to do certain engine monitoring/troubleshooting/adjusting. The Tech2 tool does WAY more than that. Depending on the year of the car, you can use the Tech2 tool to enable/disable the DRLs, change a whole bunch of alarm/lock settings, and program a whole range of default options for just about everything electronic in the car. That capability is unique to each car manufacturer, and I'm pretty sure the generic OBD-II system won't touch it.
