With the car off, the gauge just reads atmospheric pressure. That is normally the line between the white and yellow zones. Now, the gauge could read high if you happen to be in a particularly high pressure area, but not 12 o'clock.
I can't see this as being a problem other than with the gauge itself. With the engine off, the system is open to atmosphere, so BPC valve or not, the gauge just see atmospheric pressure. It is possible that the spring in the gauge has gone weak or other similar problem, and that the gauge is reading wrong. It would have no effect on performance.
