The boost gauge is manual device driven by vacuum and boost as measured near the intake manifold. If it is showing anything other than as Ari described (i.e., the line between white and yellow when engine is off), either (1) you have boost in your manifold even when off, or (2) the gauge is faulty. Since #1 is impossible (I think), #2 seems to be the pick.
But if it shows vacuum when idling and decelerating in gear, then shows normal boost upon acceleration, I'd live with it. It isn't a precision instrument anyway, and is designed as an indicator. If you want relative precision, install a VDO vacumm/boost gauge.
