The water pump, IMO, is not a weak point in these cars. It is non-conventional, and more difficult to repair than a "normal" pump, but if repaired by a competent wrench, the system kept full of fluid, and the car run regularly, they'll last as long as a "normal" pump. What kills them is drying out, and sitting for ages.
The "Global 4" motor in the 9-3 Sport Sedan uses a similar setup for the water pump. Both have the advantage that if the belts break, the water pump keeps on pumping...
Personally, I'd never go to the trouble of an electric coolant pump in a 99.
Often, the coolant fan gets wired to a dash switch, because the cooling in many 99s can be overwhelmed by hot weather & heavy loads. And sometimes the fuel pump, too, if the relays can't be made to work.
