Under the rear seat is a good spot for an amp. Had one there (and some ham radio gear) in a couple C900s, and the 99 is just as accessible under there. I never bolted anything down there. Between the carpet, wires, etc. the amps don't really have anyplace to go.
About the only thing to watch out for is heat from the amp if you're running with the rear seat folded down. The heat may have an effect on the upholstery that the wood seat bottom base ignores.
As someone else mentioned, the side panels for the rear seat on a 2-door or 3-door are excellent places for speakers. Far, far better than the rear deck/parcel shelf, in fact. On my last 900, I had 6.5" BA components mounted there.
