Rarer than hen's teeth, I'd say.
AFAIK, no Saab (99 or 900) ever got fully chromed "flag-style" power mirrors. Not from the factory, anyway. They were all black, and none of the ones I saw were black paint over chrome. They were a plastic housing, including the NOS one that a friend (presumably) still has.
However, realize, too, that those were not a Saab bespoke design! There were several other cars of similar vintage that had the exact same mirror (except the foot, probably, to fit the particular door), and some of them were chromed. I'm vaguely recalling perhaps Jaguars of the time, but I might be wrong on that.
That style mirror was only on the 78-80 cars. Prior to that, AFAIK, there were no power mirrors for Saabs at all, and from the 1981 models, they had the bespoke mirror designed into the door post.
