I CAN answer that! The first 1975 CIS model 99's had the air cleaner snorkle pointed down ( below radiator airr flow for cooler air to injest.
The first heavy rain event had several saabs driving through even as little as 10 inches of rain in a street crossing gully and Slurrpp, the engine injested h20 and the motor hydro locked and bent rods! Initially we weere told to turn snorkle up, but fearing that may be overlooked in future servicing, the 1976 model 99 and later had the smalll holes drilled in so that even if placed down the Vacumm in the tube was nullified enough to not "lift" liquid water into air cleaner/hence engine.
