Thank you both for the info!
You both have given me a few things to look into. I have run about every test in the service manual regarding fuel problems so I am going to move on and look at the things you suggest. I have tested control and line pressure, replaced the warm up reg, fuel pump, modulating valve, fuel distributor, injectors, thermo time switch, and probably some other fuel components with no luck. Most of those were replaced when i rebuilt the car. I have also checked every conceivable spot a vaccuum leak could occur. The symptom is indicative of a vaccuum leak: when the engine gets hot the hesitation isnt quite as noticable and almost goes away. It would lead one to believe it is a leak around a manifold bushing. But like i say I am pretty stinking sure there are no vaccuum leaks. I will check into it and report on what i find. thanks again!
