Seems odd. The big hose from the valve cover to the air filter is THE standard setup for B turbos. The small nipple on the valve cover is capped. Non-turbos run a hose from the small nipple to the intake manifold but you can't do that on a turbo otherwise it would force boost pressure into the crankcase. The big problem with the original big hose only system is that it's prone to freeze ups in winter when the air preheat flap stops working properly. Later models used both the big and small hose but the small hose had an inline check valve.
You need a CO meter to properly adjust the default mixture (without the oxygen sensor connected). I'm assuming your Lambda system is in working order. Is the oxygen sensor good?
