I have had this exact problem, solved by pulling a vacuum on the vent line to the charcoal canister and it unstuck the rollover valve, which is nla, tho' i'm sure another one could be substituted. I'm thinking of replacing the entire fuel/tank plumbing system on the 16vt conversion I'm doing right now. The stupid (nylon?) plastic tubing that is pressed over the ribs on the banjo fittings is a pain in the butt, last time i dropped the tank it kinked at the pump fitting and i was able to cut it but only got it halfway onto the banjo, definitely makes me nervous, esp as the pressure in the line will be higher (i assume) w/the new fuel injection setup.
