I have done both. My 75 was smashed pretty bad and needed panels replaced(welding and cutting). I was fortunate to have a wheel lip panel on hand to replace the damaged lips that needed replaced. They may still be available from the dealer. Another source for panels would be a junk yard with any C-900's in it. The lips are identical, but drilling spot welds is required to remove them from an existing car.
My 73 was a pretty solid body to begin with....only a few holes were found that needed patched. The body had alot of surface rust(as did the 75's) but almost all was removed with a grinder. Sandblasting is another option if you have an air compressor, but remember, the freakin sand will find every nook and cranny and remain there for years. And be careful with grinding as it removes metal. If you have deep pitted areas it is best to grind some, then blast.
You are better off repairing what little rust you have since the body is straight. Transplanting parts from one car into another shell is a BIG job.
