I wouldn't take it all down to bare metal if you don't have to. If the existing paint is in good condition(ie. not checked or cracking), just sand it with 320 grit and prime right over it. If the paint surface is chipped in alot of places, I guarantee there is a rust spot where every chip is.
Sealing the whole car with epoxy primer prior to painting is also not a bad idea. The stuff is expensive, but good materials always cost alot of money for a reason.
The inner wheel wells are identical as far as I know.
What shock mounts are you referring to?
