I agree, the cold start valve is the first thing to check. With engine cold, remove it from throttle housing, but keep it connected. Place it in a small can or cup, remove the wire from the coil to the distributor, and turn the engine over. If gas comes out, you can eliminate that as a problem. If no gas, it could be a bad valve, bad thermo time switch, or a loose electrical connection that fits on the starter/solenoid. I have been told that cold start valves almost never go bad, but who knows.
Anyway, if you have gas but no start, the next thing to check is the aux air valve. It supplies extra air for the cold start circuitry, and if it is sluggish, it can cause hard cranking.
The last thing to check is the mixture. Too lean a mixture will also cause hard starting. Usually, this is not a factor, but if you have had the car tuned, or the mixture has been set for any reason, that could be the culprit.
The last time I had a cold start problem, it turned out to be the connection at the starter. For some reason, it fell off. Previous times, it turned out to be a combination of aux air valve and mixture. I replaced the warm-up reg for good measure, but it had no effect on cold starting.
