Electric Water Pump

I am fitting a Davies Craig 12V water pump to my 99EMS. I have fitted a welsh plug to the bottom seal hole (oil) and planned to fit a rubber expanding plug to the top seal hole (water) as described on the net. Why a rubber expanding plug? Why not another welsh plug for the top hole? I cannot see why not but maybe someone has an answer. Is it water pressure????
