Hi Kevin, I got a factory service manual off ebay, so it should be here any day now. I havn't been out to work on the EMS in a couple of days, but I pulled the resister off another 99 that ran before it was parked 12 years ago, and I got the same result. The previous owners removed odd things before I got the car. The starter, points and condensor were gone, plus the ground cable was removed at 2 points. It was still in there, it was just unbolted from the gear box and body.
I'm down in San Antonio TX. Not too many Saab guys around here, especially vintage saab guys.
