That is true, but only for certain competion classes, especially racing and the official rally's. But there are also a lot of rally's that allow engine, transmission and drivetrain modifications as long as you still use the basic parts (like engine block, trans lay-out, etc.). Also even a lot of vintage races and rally's have an open class or modified class.
The advantage of these races/rally's that allow mod's is that you aren't as dependend on original homologized racing spare parts when things brake (and they do!!!) and it's also more cost effective that way.
I used to race a 99EMS and that was already a tough car to find the correct racing spare parts for, so when I was in the process of restoring my '66 Monte Carlo 850, with all the difficulties of finding the correct parts, I decided I would not race it.
Ofcourse I would love to race an original factory spec stroker, but I would have to win the lottery first (and even then you would have a difficult time finding parts!). But I guess you are aware of that too ;-)
