Being Swedish, and living a mere 5 minutes from the SAAB plant, I can't really say finding parts is a problem. In fact, there's plenty to be had of whatever you need in this country, and especially in my area.
And, even with a turbo, you'll likely never exceed 100Hp with the 850 engine; and that is if you're EXTREMELY lucky. The #1 limiting factor in these engines is making the crankshaft last; and if you find a way to make a crank that will hold - the limiting factor isn't getting fuel INTO the engine, the narrow sector is getting the stuff from the crankcase to the combustion chamber. And the way the block is cast makes it impossible to make the ports big enough; or to make extra ports.
This said: even if you could enter a 2-stroke 96 into a modified class, you would be running 100Hp (as an absolute max) and you'd be dead last within the class, at all times. Also, the way international rally regulations are at the moment, having a turbo means you'll be competing against the 4wd cars.
Trust me, you'll have much much more fun, and if you're good you might even get competitive times, and you'll have a much more durable, reliable car IF you build it the traditional way, and enter it in the proper class.
