Hi, Gary-
Don't give up! My 1967 96 2-stroke gets driven about 25 miles almost every day and hasn't overheated once since I bought it. I live in CT, but the previous owner had the car in New Mexico for almost 20 years and none of the service receipts shows cooling problems. The belt-driven fan is only a metal two-blade unit.
I can't advocate any of the methods I've seen in responses on this BB but is there any way you could simply fit a larger (wider) radiator in your car from a newer SAAB? Looking in the engine bay of my car it would seem pretty simple to mount a wider radiator in there. Again, you've probably considered this before, but it seems that bigger radiator=more cooling.
