I agree with almost everything John says in terms of the mechanical complexity of the 99 vs the 96. The 96 is just a much simpler car to work on. The 99 is a more comfortable car to ride in, but if you are just going to use this as a "fun" car, as John says, the 96 is much more fun to drive.
The 96 4-speed transmission can be a weak link, however, especially with the higher horsepower of the V4 engine.
If you decide on a 99, try to get one with what the SAAB mechanics used to call the "King Kong" transmission, which I think was put in 99s from model year 1975 on. Pre-'75 99 transmissions are very weak, and prone to need rebuilds at about 50,000 - 60,000 miles.
