trouble adjusting new weber carb

i recently intstalled a weber ich-1 carb on my 1969 96 v-4. it starts easily and idles well but it wants to stall when the throttle is opened until the rpms increase to get past the "dead spot". it has clean filters. i have tried adjusting the air/fuel mixture without notable success. is this a fuel pump pressure problem, or am i missing something more obvious? once it gets the rpms up it runs great, but if you try to open it up from the idle of 1000 rpm it will stall. with it fully choked the problem seems to go away but my impression is that that is due to the higher rpm in the full choke position rather than the altered air/fuel mixture. thanks for any help.
