Both are GM engines. The 4 is a derivation of the "Global 4" which was designed with a lot of Saab engineering input in the mid 1990s. The V-6 is a version of the GM "High Feature" V-6, which itself is a derivation of the Global 4. In Turbo form it was only ever made in Australia, was used by Saab and Opel in the mid to late "00s. Then they put it into the Cadillac SRX, but Cadillac reprogrammed the ECU and the engine started grenading. Opel stopped using it b/c of EU fuel economy regs, Cadillac axed it when it started costing them mucho warranty money, and Saab, well they went away.
The 2.8 Turbo V-6 was the only variant of the high feature V-6 that used port fuel injection rather than direct fuel injection. The latter boosts power and improves economy. The NG 9-5 Turbo 4 is direct injection.
In the USA the V-6 was only ever available in the NG 9-5 in AWD, while the 4 was only ever available in FWD, IIRC. That was due to change with the '12 model year, but alas there wasn't any
