AFAIK there is no fix. The default setting is the capital of the country, hence DC. When I had my '10 9-5 Aero I worked with both the local dealer(Charles River Saab)and Saab Parts USA and we got nowhere. I had the same problem with the clock and the units inability to hold any changes. I got over 50k before issues started to push me to get rid of it. The lack of support for an orphan brand and their last model which had a very limited run, may cause a lack of parts or high pricing to occur. I have had a lot of Saabs and other than this last model you can get parts and service easily. Some people have had luck using Buick parts, but I think the NAV has too many proprietary Saab settings so there is no firmware upgrade to solve some of these glitches, unless something has changed recently. I haven't owned my '10 Aero since last August.
