it is rust/corrosion bound
get it off and clean up the rust etc and use a trace of neversieze on the hub face and more on the hub centric diameter
get the bolts backed off a wee bit and drive with some heavy turning and braking to break that rust bond, or a crowbar with tip against back of wheel spoke and bend of crowbar against brake rotor
