Stuck brake(s)

Increasingly one of my brakes is getting stuck on after being parked for a while (especially at the beach...added moisture?) It's not the e-brake because I have parked without it on. (It releases with a little gas and a thud.)
I also have the "warped syndrome" (massive steering wheel pulsation when braking) that was posted a few days earlier on this board and has been getting worse in the past few weeks.
Are these problems linked and is there something I can check with limited DIY skills?
