take a look at your service manual in the car's document holder. It describes each and every item the dealer is supposed to do at the various services. Many of the items at 20k are fluff that can easily be done by the average person, though it is nice to have the dealer stamp in your serice booklet when it comes time to re-selling.
I don't know about the standard 9-3 but my Viggen just got a new ECU under re-call at 17k mi.
