How can I tell if the dealer did the t-7 recall?

I do not think my dealer did the t-7 recall on my wifes 2000 9-3 how can I tell? I was at the dealer the other day and someone else was at the dealer as well claiming that their turbo was not producing the same power that it did when it was new. The dealer responce was it takes 5k to break in the cars performance so people need to wait 5k till the real performance of the car is present. This sound fishy but how can I tell if my t-7 was recalled or changed to prevent any possible complications down the road.
