There are 2 questions being asked here. The T-7 recall can be checked on-line to see if your car actually needed/required it at the dealership. T-7 recall has little to do with a sudden loss of performance.
It may take about 250 miles for the new ECU to remap itself --so some spirited driving on a back road will help.
If your turbo is still not performing well after a week or so--change the plugs. Your car probably has the NGK platinums in it as OE. Change to the NGK COPPER plug BCPR 6 ES--and the car will come back performance-wise.
There is some validity in the dealers position--but Saab's policy is replacing the plugs to those who complain about a run/performance problem--and for you its free under the warranty 1yr/15,000 for "adjustments."
