Almost all modern cars have "tinted" glass. One of the last cars produced without tinted glass was a Saab 99 in the late 70's. When you see one the windows look almost yellow without the tinting. Also some base, cheapy Toyota Corolla's also didn't have tint. They're also easy to spot with funny looking yellowish windows.
SUV's come with factory window tinting that's part of the glass. Passenger cars with tinted windows are a tint film applied with water and a squeegee. The art/skill of the installer makes all the difference. The tint film is availible in different darknesses and colors. Bronze, grey, chrome, black depending on the exterior and interior color of the car. A quality tint job will last a long time, but the film is susceptible to color change and scratching, but it can be redone. Go with a tinter who's been around a long time so as to guarantee his work.
Personally I hate window tint. It compromises visibility especilly at night and around and over rear window defogger wires, but if I lived where it was needed I would adjust.
