13,000 miles? That's about 21,000km? ...about the same as mine has on it now - also a 2001 model year Viggen. Your prospective purchase should still be under Warranty so I wouldn't sweat too much about it. Obviously something like a Viggen is going to get driven harder than, say, a 9-3S 5 door auto, so getting one while there's still a Saab Warranty on it is a good idea - you wouldn't want to be looking at a 6 year old one on a used car lot...
Out here in sunny Oz, the Viggens sold like, erm, 'cold' cakes, so a good number sat around awhile before being sold. Mine had a few niggly things [under bonnet cosmetic...] presumably caused by this, but they were taken care of and I'm concentrating on having fun with the car. Most annoying thing was the non-detailed detailing...
If it's from a proper Saab Dealer you should have no worries, they'll show up any weirdness like any other car. Just be aware that things will feel 'heavier' and different to your previous NG900. I drove a 9-5 recently and I was nearly seasick with the soft wallowey 'comfy' ride!!!
You get used to the directness and responsiveness really quickly - and most other cars feel very dull afterwards.
