That delayed-braking sounds extremely terrifying.. My only guess would be as well that it's what they put on the roads...
Here in Ottawa I've had two cars, a 1991 VW Passat and my current car a 1999 9-3SE. I've driven my brother's '91 900S around as well. All three cars do exactly the same thing after they've been out in slush, parked overnight then taken out to drive again. For the first few minutes the brakes make terrible low-frequency grinding noises. For me though, braking efficiency does not suffer, they only make (scary) noise... Got used to it and since it does exactly the same thing on all three cars I imagine it has to do with the salt they put on the roads!
It would be interesting to see what kind of effects others in winter climates observe depending on their area. From what I know, in ottawa to make the roads less slippery they spread a mixture of 50% salt, 50% sand ..
Good luck finding out as much as you can!
