with high performance disc brakes here in Denmark, is when you drive sedately and use the brakes infrequently and softly, it allows build up of rust on the surface of the rotors. Especially the rear rotors are prone to this. After some time the corrosion gets so bad that it impedes braking and makes braking noisy. It can even ruin brakepads, if it's really bad.
The solution is to consistently drive more aggressively and brake harder and longer. Once the problem is there, it takes more than a couple of hard brakes to remove.
Now I don't know if this phenomenon is what's causing these other problems, with 9-3 brakes not working initially. Audi has had a lot of big and very public problems with cars (A4s and A6s) not being able to brake in slushy and wet conditions in Scandinavia. Apparently it was caused by a poorly designed wheel well, which continually splashed large amounts of slush or water onto the brakes. I think the 9-3 problem is *much* smaller in scale though, since I haven't heard of it at all, except from a handful on Saabnet.
