Wow! $668.23 seems pretty high for the changer with installation. I think the changer is somewhere between $450-$495 ordered directly from Saab (or from one of the businesses that run ads here on Saabnet), so that is over $150 just to install it...and it is not that hard.
If you are even moderately handy with tools (screwdriver, a socket set, and a box cutter) you can mount the changer in the hatch in about 30 minutes or less. You need the screwdriver to remove a few screws to pull back the hatch lining to find the mounting bolts for the changer bracket. Then you use the box cutter to cut a slit in the hatch lining to access the mounting bolts so you can attach the changer bracket. You make one more small slit to get the changer cable up through the lining to plug into the back of the changer. The only thing the dealer really has to do is use the Saab Tech II diagnostic tool to "marry" the changer to the head unit and the car's security system. That takes all of about 5-10 minutes. When I put in a changer last year, I installed it myself in the trunk and then took it to the dealer to get it "married" to my 2000 9-3. They chared me about $26 for 1/4 hour labor.
And yes, once the changer is married to the car, you can control it from the head unit and the steering wheel conrols work just fine.
