Ice/Snow Driving Advice

I have a 2002 9-3 Saab which does not appear to handle as well in snow and ice as my prior Saab 900. On Sunday morning, in Philadelphia, while driving at 25 miles an hour in light snow and 14 degree weather, my car took off -- I must have hit some ice on the road -- started to steer out of control into three other lanes, and then performed two 360 turns before I was able to make it stop. Luckily, there were no other cars on the road and nothing happened to me or the car.
My question is when the car starts sliding and steering on its own, is it best to steer it back towards where you should originally be or immediately use the brakes?
Philadelphia does not usually get much snow, but after that experience, I feel inclined to get snow tires. Are the snow tires mostly for folks in snow country and will I be able to use them in the Philadelphia region where usually we do not get more than one snow storm in the winter?
Any advice or tips would be appreciated.
