At the risk of oversimplification, unless you travel on the autobahn and explore a cars top speed and maximum RPM range, say 5,000 rpm and up, or spend alot time accelerating at wide open throttle to red line, you won't experience the HP numbers. But peak torque, especially with turbo engines that occurs very low in the rev range around 2,000ish rpms's, is something you feel and can use everytime you drive.
A normally aspirated, non-turbo, engine has to make alot more rated horsepower to match a turbo's low RPM torque in everyday driving. That's why a 175hp Saab 2.0t feels peppier than many 225ish hp normally aspirated cars as the Saab produces even more torque at lower rpm's than many 6 cylinder 3+ liter engines.
