I went through the same thing as you in February, trying to choose between the base and SE model.
I test drove a either a 1999 or 2000 base model. It felt absolutely anemic. While admittedly it is turned to 185hp and a fair amount of torque, the taller gearing on the NG900 and 9-3 made feel underpowered in comparison to my 88 SPG. Then I test drove a 2000 9-3 SE. It got much closer to what I wanted in a car. The suspension is a little stiffer in the SE and it has 16" instead of 15" on the base model to firm the ride. The difference in acceleration was quite noticeable to me [It does better than the SPG].
Other little things the SE has to offer:
Leather seats. I've gotten so used to them that I wouldn't think of owning a car without them.
ACC: Can be a little annoying at times, but it works fairly well.
Oh, to ans. your question about traction control... No, it was not an option on the 2000 SE.
Keep in mind I only drive 5-spds. Perhaps a base 9-3 with an auto wouldn't feel bad at all. [If you like the feel of a slushbbox :) ]
