It's normal for it to stop at the orange/red line, but with a modified ECU or MBC you can get into the red a bit. I've done a few mods: MBC, K&N airfilter, airbox mod, turbo silencer removal and Saab sport exhaust. I get about 1/4 red, others get 1/2 red, but the gage probably isn't all that accurate. It's still a nice feeling seeing that needle go up.
When I was looking to buy I drove a couple '96 900's and a 9-3 (which I bought) and was a bit surprised how differently the power came on. The 900 seemed like a dog until the turbo kicked in and threw you into the back of the seats. The 9-3 has a lot less turbo lag so the power comes on a lot smoother. The gear ratios are a little different too (5 speed).
I don't know too much about the 9000's, but I would guess that it has a more powerful engine than the 9-3 (185/205hp).
The 9-3's are great cars, the 99's had a few issues. Most notibly the seeping head gasket due to an improperly tourqed head bolt. The machine that installed the bolts at the factory had a tendency to undertourqe the front right bolt (closest to the battery). It's easily fixed by retourqing the head bolts. If the car has the manual climate control make sure the knobs turn smoothly.
