I have been considering the same thing (own a '96 SE turbo with almost 110k some engine problems). I drove about 5 different 2001-2002 9-3's. I found the 9-3 base models to be worse than my car for acceleration and handling, but the 9-3 HOT seemed a little quicker, at least once the rpm was over 2500.
I assume the turbo lag can be fixed with a manual boost controller or a remapped ecu, and the rear of the car can be improved with one of the upgraded anti-roll bars.
I was not exactly blown away by any big improvement in handling over the '96 model with 100+k miles on the clock though. Two out of five cars I looked at also had a long list of warranty repairs, which may be why the owners returned them with low mileage at the end of the lease. One clearly had bad brakes and a shifter that felt worse than mine. I like this model a lot, but the used cars I looked at were not encouraging.
