I bought a 2000 9-3 SE a couple of years ago to replace my 1994 900 SE. I still have both cars and in many ways I prefer the handling and steering feel of my 94 over the 00 model. The 94 model also has a better sounding stereo and has larger, more comfy seats with better headrests.
Over the last two years I have added a rear swaybar and steering rack brace to the 00 9-3 and it helps a bit, also just put on some new Michelin Pilot Exaltos that seem to help A LOT. But the car is still and never will be as confidence inspiring as my old 94 which I still prefer to drive. The newer car does ride better, is quieter and the A/C is way better than the older one, and has lumbar supports, both are 5 speeds and the powerband seems to be more useful and less peaky. It looks like they tried to appeal more toward the Lexus class with the newer cars. I have learned to live with it.
